I have the Altium version 17 and although I follow all the steps to import the file, it does not allow it.

Are you receiving any error messages that we can investigate? As a temporary workaround, you can import the Eagle format we provide, however the Eagle importer Altium provides isn't 100% accurate, so we recommend the P-CAD method.
