How can I make any IC programmable?

Thanks for reaching out! As per my discussion with our engineers, they confirmed that there is no app for IC programming, and it can be programmed only through a debugger kit.

Also, the part you indicated is that the LM358N/NOPB is an OP-AMP with two channels which is not a digital programmable IC. Still, you can use external components or an external microcontroller/DSP to control its behavior and make it perform specific functions since every channel of this part can give output based on your input (- or +).
