Hello again!
Our previous answer was not adequate, and did not explain in detail what was the reason for the difference between the drill sizes. Please receive our apologies.
We discussed this case with our engineers and they told us that the standards used to create this part in 2019 used to add the general tolerance value of 0.2mm to the recommended layout.
Now we only consider this general tolerance value for the mechanical drawings only, and for our recent parts we only add the tolerance value if it's specifically stated in the pattern.
We will update this one to have the specific nominal values as stated in the datasheet.
Once the model is updated, we'll let you know.
Thanks!
